DOWNSIDE LEGACY AT TWO DEGREES OF PRESIDENT CLINTON
SECTION: GENERAL REFERENCE
SUBSECTION: COUNCIL ON FOREIGN RELATIONS A-M
Revised 8/28/99

In their own words, on the Council on Foreign Relations from

http://www.foreignrelations.org/public/about.html

The Council on Foreign Relations was founded in 1921 by businessmen, bankers, and lawyers determined to keep the United States engaged in the world. Today, the Council is composed of men and women from all walks of international life and from all parts of America, dedicated to the belief that the nation’s peace and prosperity are firmly linked to that of the rest of the world. From this flows the Council’s mission: to foster America’s understanding of other nations - - their peoples, cultures, histories, hopes, quarrels, and ambitions - - and thus to serve our nation through study and debate, private and public.

The Council is a national membership organization and think tank with headquarters in New York, offices in Washington, D.C., and programs that extend across the country. Its widely respected and influential research staff - - with backgrounds in government and scholarship in almost every international subject - - regularly meets with Council members and other leaders and thinkers. These exclusive sessions, known as study groups or roundtables, form the Council’s intellectual core. The aim is to provide insights into international affairs and to develop new ideas for U.S. foreign policy, particularly national security and foreign economic policy. Council Fellows produce books, articles, manuscripts, and op-ed pieces and regularly contribute expert commentary on television and radio….

The Council is host to the widest possible range of views and advocate of none. It cultivates an atmosphere of nonpartisanship and nonideological engagement among members and staff. The views expressed in Council-sponsored independent task force reports, by members of study groups, or in articles in Foreign Affairs are solely the responsibility of the respective authors or groups. This tradition of impartiality enables the Council to gather contending voices for serious and civil debate and discussion. That special convening power is unique in American society…."

Council on Foreign Relations. Membership Roster. 1995

AARON DAVID L Ambassador

In addition to serving as a special envoy for cryptography, Ambassador David L. Aaron is the United States Permanent Representative to the Organization for Economic Cooperation and Development. The OECD is a group of 29 of the most advanced industrialized countries, and is dedicated to fostering economic growth by a more open global economy. In this connection, OECD is developing guidelines for cryptography in international communications and commerce. Ambassador Aaron has served in both the government and the private sector. A graduate of Occidental College and Princeton University, he entered the Foreign Service in 1962, where he had a variety of posts including NATO and the strategic arms limitations talks. After leaving the Foreign Service, he continued in government in several positions, including Legislative Assistant to Senator Walter E. Mondale and Deputy National Security to President Jimmy Carter. In the latter capacity he served as a confidential Presidential emmissary to Europe, the Middle East, Africa, Latin America, and Asia. He was awarded the National Defense Medal in 1981. Upon leaving government, Mr. Aaron became Vice President for Mergers and Acquisitions at Oppenheimer and Company, a member of the board of Oppenheimer International, and subsequently a member of the board of Oppenheimer's Quest for Value Dual Purpose Fund.

AUGUSTINE NORMAN R
Norman Auustine and the Future of the American Defense Industry by William D. Hartung "….The most important figure in this drive to concentrate economic and political power within the defense industry is Norman R. Augustine. As CEO of Lockheed Martin, the world's largest defense conglomerate, Augustine may have more to say about how much the United States spends on weapons through the end of this decade than the secretary of defense. Augustine and His "Super Company " Norman Augustine stands out as the most public figure in an industry in which executives generally prefer to operate outside the limelight. His name may not be a household word, like software magnate Bill Gates's or auto executive Lee Iacocca's, but Augustine is the closest thing the gray-suited world of arms industry executives has to a star. He has written a popular book of management maxims, modestly titled Augustine's Laws, and coauthoreda military policy tract, The Defense Revolution, with Kenneth Adelman, who ran the Arms Control and Disarmament Agency during the Reagan administration. Augustine also maintains a hectic speakings chedule, and Lockheed Martin has issued some of his favorites peeches as glossy pamphlets that present the world according to Norm on issues such as Waging Peace, Managing to Survive, and Engineering Change. Because he has been so willing to put forward his views on management and foreign policy issues in so many different forums, Augustine has become the de facto philosopherking of the U.S. aerospace industry…."

HOUGHTON AMORY JR (R-NY)

There are Houghtons intertwined with "Corning" (the town, the university, the company) everywhere. For ex., the library at Corning Community College is named Arthur A. Houghton Jr. Library. James R. Houghton is Chairman and CEO of Corning Glass Works, producer of fiber optics for cable managers in the U.S. and Russia. James' older brother is none other than U.S. Rep. Amo (Amory) Houghton (RINO Congressman from the 31st Congressional Dist. in NY, who was very outspoken during the Clinton impeachment hearings to the effect of "let's move on" and "the American people aren't interested" (that sort of thing), and who "turned the family's Corning, Inc. over to his brother (see #369 James Houghton) in 1983 to become a New York Republican congressman. He told Mother Jones: "I pushed for the PAC concept when I was in business, so that businesspeople would have a stake in the political process. I have a particular goal of getting more businesspeople in. We should be down there. I want to encourage others to come here, promote their products, give themselves to the process."
